(History). The State and the reforms of primary education in 1860 - 1880:Russian and British experience

The paper analyses the peculiarities of the system of primary education in England and Russia during the last decade of the XIX century. Special attention is paid to the reforms of the folk school and the role of the state in spreading the education. The author makes the conclusion, that the creation of a state primary school was a necessary element of the modernization of the country in making of an industrial society.
